Students stage protest over stipend issue
A student can only avail single source, say authorities

ITANAGAR, Feb 13: Aggrieved over the state government's new policy on stipends and scholarships hundreds of college students of the Capital Complex and Pasighat took out a peaceful protest rally against the state government over the new policy.
Organised by Dera Natung Government College Students' Union, under the banner of Joint Action Committee Stipend and Scholarship, the protest rally, which started from Dera Natung College campus, culminated at Tennis Court IG Park, where agitating students of Don Bosco College, Community College, Dera Natung Government College, North East Nursing Institute, Homeopathic College, Rajiv Gandhi University, Arunachal Law Academy and Himalayan University, expressed their angst over the issue.
Frustrated by the government's new stipend and scholarship policy, the agitating students claimed that it was causing untold miseries to the student community, especially to those studying outside the state. The students also claimed that hundreds of students who filled up for scholarships are now being deprived of stipend due to the new policy.
"When scholarship is being provided by the centre, why should the state government link stipend with it?" cried out an angry protester.
The committee later submitted a representation to the state Chief Secretary, demanding immediate release of stipend for all the students regardless of whether the same student has filled up the scholarship form or not. It also demanded roll back of the government's new stipend and scholarship policy for the welfare of the student community. "Stipend is the constitutional right of all students. How can the state government connect stipend and scholarship?" the students asked.

While informing about the objective of the peace rally, General Secretary of JNC Students' Union Isaac Ejing informed all the students of the details of the new policy, adding that "the new policy, which is supposed to take effect from the next session is being made effective from the ongoing session itself when all students have already filled up the forms for both stipends and scholarships with much hardships".
Meanwhile, Secretary Education Bidol Tayeng has clarified that a student can only avail either stipend or scholarship from single source under Clause V(6) of Arunachal Pradesh State Stipend Scheme, (Rules and regulations 2012). The stipend/scholarship guidelines of the Ministry of Tribal Affairs under Clause lll(xii) also stipulates that a student cannot avail stipend/scholarship from more than one source.
The state stipend is disbursed to all APST students pursuing higher and technical education inside and outside the state through the Directorate of Higher and Technical Education. The Ministry of Tribal Affairs, Gol also provides stipend/scholarships to tribal students through the Directorate of Social Justice, Empowerment and Tribal Affairs, GoAP. The stipend/scholarship guidelines of Ministry of Tribal Affairs under Clause lll(xii) also stipulates that a student cannot avail stipend/scholarship from more than one source.
Tayeng further admitted that due to lack of proper coordination and cross verification, students were drawing stipend/scholarship from both state government as well as the Ministry of Tribal Affairs.
"These are not only instances of duplicities but also blatant and serious violation of the rules of the state government, as well as the Ministry of Tribal Affairs," he stated.
"To avoid duplicity, the Directorate of Higher and Technical Education and the Directorate of Social Justice, Empowerment and Tribal Affairs have decided to check duplicities from this year onwards. Therefore, the students should opt for either the stipend or scholarship." Tayeng advised.
He went on to inform that the students who have applied for grant of stipend/scholarship from single source, like the state government, are now being released by the Education Department (DHTE) for the current academic session. This payment is being made by Direct Transfer Benefit (DBT) through the State Treasury.
"Those who have applied for both the sources may avail the scholarship under Ministry of Tribal Affairs without claiming from the state source to avoid duplicity and violation of rules", he added.

"Ours is a unique state with diverse cultures and distinct needs. It is the endeavour of the state government to be innovative in preparation of the state budget by incorporating genuine suggestions and concerns of all communities of the state. CBOs representing their tribes would be in a better place to suggest ways and means to the government for development and welfare of their own communities," Pema said.
"Change cannot be made overnight but a start has to be made and assured that the 'start' would begin with this year's budget," the CM said.

The CBOs unanimously expressed gratitude and affirmed that such a gesture from the government would pave way in creating a holistic developmental path for the state as even minor communities, who do not have representations in the government, will have their say in decision making.
Almost all the CBOs expressed concern over the education scenario of the state with regard to upgrading schools without proper infrastructure and sufficient number of teachers and declining quality of education being imparted in government schools.
The AITF suggested that the state Education Department could be divided into two to three divisions headed by one Joint or Zonal Director to strictly and efficiently manage the affairs of schools. It further suggested making computer education mandatory and strict monitoring of private schools and colleges.
The TLCDS suggested introduction of science and commerce streams in at least five colleges of the state.
The WCS too sought requisite infrastructure and teachers in all upgraded schools, while the TCS opined to close defunct schools for want of students and establish schools for a cluster of villages instead.
The GWS suggested establishment of ITIs in every district to equip youths with employable skills.
Connectivity was another sector that all the CBOs wanted the government to work upon.
Citing that village tourism and cultural tourism has become a major attraction in Ziro, the TSD sought budgetary provisions for improvement and maintenance of village roads in the Apatani plateau.

The AITF too suggested the government to go tough on the land compensation issue for speedy construction of the TAH while seeking budgetary allocations for a road connecting the foothills of the state bordering neighboring states.
While the ABK called for establishment of divisional commissioners' offices to eastern part of Arunachal for better administration, the TSD called for development of Ziro and Yachuli into a tourist destination under one umbrella.
The AES and IMCLS sought provisions for preservation, propagation, research and documentation of indigenous dialects and cultural traditions like those of minor communities such as Buguns and Akas of East Kameng and institutions like the Idu Mishmi priests.
The GWS suggested training of pharmacists and health assistants of remote health centers so that they could take care of minor ailments in the doctor's absence.
On the tourism front, all CBOs agreed that importance should be given to all the districts of the state as 'Arunachal as a whole is a highly rated tourist destination'. They suggested doing away with creation of infrastructure at unviable places and concentrate on select places where tourists frequent.
The CALSOM, while informing that 'Yatri Niwas' under tourism sector have been created in remote areas of Anjaw, which actually have huge potential in tourism, regretted that the government till date issues PAP only till Hayuliang, denying inflow of tourists to places like Wallong, Hawaii, Kohow and Dong.
The CBOs also insisted on emphasizing on agriculture and horticulture and providing farmers with incentives, cold storages, fruit processing centers and good marketing outlets.
The SEWA and CALSOM also wanted a government policy to curb 'ganja' and opium cultivation.

Orgs, family demand CBI inquiry into Pul's death
ITANAGAR, Feb 13: Various organizations, associations and family members have demanded a CBI inquiry into the death of former Chief Minister Kalikho Pul.
In a memorandum, the Green Arunachal Foundation (GAF) and wife of late Pul, Dangwimsai Pul urged the Governor that a high level independent committee be constituted to present an authentic report of the incident within a time frame and the case be handed over to the CBI for investigation. They also sought the Governor's intervention in the matter and to order the concerned authorities to register the case based on the FIR filed by late Pul's wives.
"It is surprising that despite Pul's three wives jointly filing First Information Report (FIR) in Itanagar Police Station with regard to their husband's death, the concerned officers did not register the FIR. Instead, the Itanagar Police Station was more obliged to the FIR filed by one Surendra Kumar, the then PSO of the deceased and registered the case according to his version," the memorandum said.
Further, the memorandum urged the Governor to put those persons, whose names figured in "Mere Vichaar" document of Late Pul, on suspension during the course of the investigation.
In the meantime, the Mere Vichaar Andolan Committee, a conglomeration of six organizations/ associations, has also raised the same demand and sought justice for late Pul.

ASUS submits memorandum to CM
ITANAGAR, Feb 13: A delegation of Arunachal Students' Union Shillong (ASUS) on Monday met Chief Minister Pema Khandu and submitted a memorandum, which included demand for an ambulance for patients from Arunachal visiting Shillong, maintenance of Arunachal Boys Hostel or NEFA Building, an auditorium and dormitory, extension and maintenance of Arunachal Bhawan and Circuit House, construction of Arunachal Lodge near NEIGRIHMS.
Emphasizing on the need of an ambulance for patients from Arunachal visiting Shillong on medical ground, ASUS said that Union Minister Kiren Rijiju had assured to donate an Ambulance for the purpose, but his assurance remained unfulfilled. ASUS appealed to the Chief Minister to look into the matter and provide the vehicle at the earliest.
The students' union also urged the Chief Minister to provide fund for maintenance of the boys hostel, erection of boundary wall and drinking water provision, particularly installation of a water tank.

Tsering Naksang takes oath as member APPSC
ITANAGAR, Feb 13: Tsering Naksang was administered oath of office and oath of secrecy as Member of the Arunachal Pradesh Public Service Commission by APPSC Chairman Tajom Taloh on Monday in a simple ceremony.
Newly inducted APPSC Member Naksang is a gold medalist from Delhi University, and has also done his Masters in Sociology. He is the first Arunachalee to receive a post graduate degree from the Delhi School of Economics.

LONGDING, Feb 13: More than 2000 people from different locations of Longding attended the two days free 'Laparoscopic Family Planning Operation cum Mega Health Screening Programme', under the aegis of Directorate of Health Services & National Health Mission Arunachal Pradesh, conducted at District Hospital, Longding on February 8 and 9.
The camp lasted for than 10 hours each day, while the treatment at the Operation Theatre (OT) went late into the night.

Tawang, Feb 13: The 763 BRTF Project Vartak/BRO organized a short marathon race of five km from Tawang Monastery to War Memorial at Tawang on Monday.
Over 800 runners took part in the race, which was flagged off by Brig MP Singh of 190 Bde at 10am.
The race was organized for both men and women; and the first, second and third position winners of both the categories were awarded prizes at War Memorial.

TAWANG, Feb 13: Operation Control Centre (OCC) at Ugyen Tsangpo Heliport, Tawang was inaugurated on Monday by Tawang Zilla Parishad Chairperson Jambey Tsering, in presence of Deputy Commissioner Sang Phuntsok and other HoDs.
The DGCA team during its last inspection on November 17 had placed the requirement for an OCC at the heliport.

Two days veterinary camp at Amgi
YAZALI, Feb 13: A two days veterinary camp for treatment of foot and mouth disease of mithun and other animals was organized at Amgi village under Takam Passa Panchayat of Yazali circle in Lower Subansiri district on February 11 and 12.

APSLSA opens two new legal aid clinics at Pasighat

AALO, Feb 13: Aalo Fire Station personnel conducted earthquake and fire safety mock drills at Siyom Valley School, Pessing on February.

Ranapio arrested in Old Khamdo
KOHIMA, Feb 13: The Jairampur Battalion under the aegis of Dao Division arrested one Self Styled Ranapio of ULFA (I) and NSCN (K), Alan Rai at Old Khamdo village on February 12 last.
According to a statement from the Defence PRO, Rai was trying to terrorize and extort money from people, and was found with blank letter heads of ULFA(I) & NSCN(K).
The report added that the arrested person has admitted allegiance to ULFA(I) & NSCN(K), and further divulged that he has been actively assisting and acting as Rajapio for both the organizations for the last four years, during which time he has had regular contact with Self Style Sergeant Rupam Asom of ULFA(I).

CHF training on Nursery and Forest Management
PASIGHAT, Feb 13: The ten days training programme on 'Nursery Techniques & Management of Forest Tree Species', organized for personnel of Forest Department of Arunachal Pradesh from January 28 concluded at College of Horticulture & Forestry, Central Agricultural University, Pasighat on Monday.
Divisional Forest Officer, Pasighat Tabang Jamoh in his address discussed about the importance of modern nursery and plantation technology in forestry. He underscored the need to augment the planting programmes to overcome the deficiencies in meeting the growing demand in the country.

The report of state finance department creating obstacles in construction of steel
bridge between Naharlagun Helipad and Borum village is classic example of how bureaucrats
can become enemy of the development. The Indian bureaucracy is famous all over the
world for its notoriety and red tapism. Many of the important developmental projects

Everyone is aware of massive traffic problem affecting the people of capital complex. While Itanagar offers some respite due to presence of few arterial roads, the situation is pathetic in Naharlagun. Heavy traffic jam is regularly witnessed in the Naharlagun area. The construction of steel bridge over Pachin river connecting Borum village and Helipad is expected to ease traffic congestion in Naharlagun area. State government should have taken up this project on priority basis. The action of finance department holding up the file of such important infrastructure project exposes the weakness of state leadership. Chief Minister Pema Khandu and Deputy CM Chowna Mein, who also holds PWD portfolio, are very much aware of the traffic problem affecting the capital complex. They should take urgent initiative and ensure that work for construction of steel bridge starts at the earliest.

Reservation for Dalits
Dear Editor,
India still needs job reservation for the Dalits not for giving them jobs but for the sake of social justice and to make our administration free from caste bias. It goes without saying that any administrative bias against Dalits cannot act as a deterrent to stop rising incidents like Una and Bastar.
Caste reservation is confined only to government sector which is a tiny part of total job market. If the idea behind the caste reservation is to provide just employment to Dalits then such reservation would have been extended to private sector also.
As a matter of fact, reservation for Dalits, only for the government jobs is just
to ensure proportional representation of Dalits in government administration and
public services so that they can save themselves in a country where they are still
being agonisingly ill -

Two kinds of poverty
Dear Editor,
As humanity keeps developing on Earth, two kinds of poverty are also simultaneously growing at rapid pace.
First, poverty in underdeveloped societies where humans are dying due to shortage of potable water and food items.
Secondly, the so called developed societies, where people face shortage of clean and organic air, water & food items and die prematurely in millions due to consumption of dangerously polluted stuffs.
Ironically, humanity think and believe that, mere accumulation of cash, jewellery and other material things leaving out clean food items, potable water, little pair of clothes, a modest hut signify progress.
A life endured in diseases & sufferings and prematurely ended in prime age of 50s and 60s has become counted as successful.
A simple, orderly, healthy and peaceful 100 years living is natural, cool, blessed and best lived.

Accord minimum dignity and rights to Rohingyas
Dear Editor,
It is really a matter of utmost shame and disgust to see how the Rohingya Muslims of Rakhine state in the "alien" nation named Myanmar are being forced to lead a horrible life of refugees after getting tortured and displaced by the ethnic Rakhines! Less said about pogrom and mass killings of the helpless Rohingyas the better.
Not Muslims or Hindus, Christians or Buddhists, Bhutanese or Brazilian -
While the hapless Rohingyas are being banished from Myanmar by the Rakhine fundamentalists
because of their alleged Bangladeshi origins, Bangladesh is ruthlessly sending them
back by branding them as Myanmar citizens! The sight of the Rohingyas, especially
those of the children, getting dubbed as "citizen of none" and stranded on the high
sea on overcrowded boats between the coasts of the two nations should be enough to
hang the heads of all to shame. The sons and daughters of this very world only have
no right or place to settle and lead an honourable life in this vast globe! Yet the
rhetoric of "international brotherhood" continues to reverberate in the horizon!
And what does our "holy cow" in the guise of religion teaching us? Insulting fellow
human beings who are all children of the Almighty! Buddhism derives its name from
that great apostle of peace named Buddha the great. Yet how can the ethnic Rakhines(including
the Buddhist monks), claiming to worship Buddha, commit such barbaric atrocities
on the Rohingyas? Also often do we hear the call of "Muslim brotherhood". Now Bangladesh
is an overwhelmingly Muslim country and the Rohingyas are also followers of Islam.
Why doesn't Dhaka come forward in welcoming the persecuted Rohingyas? Thus it gets
proved that when it comes to self-
Despite the propaganda of "globalisation", the fact remains that intolerance towards "aliens" in terms of religion, language, politics or geography is increasing by leaps and bounds. The minorities are being persecuted and displaced in many parts of the globe. Will these hapless souls continue to receive such a raw deal until the enlightenment of "equality of all" at last dawns on the mind of human beings?
As far as the Rohingya case is concerned; why don't the mighty economies and "guardians" of the world, who announce sanctions at the drop of a hat against many nations, do it so against Myanmar? Because of its strategic location and mineral resources to be exploited to the full? South Africa was boycotted from all international forums due to its ugly policy of 'Apartheid'. Why would Myanmar not be rendered untouchable unless it learns to accord minimum dignity and rights to the Rohingya Muslims?
Last but not the least. The “liberal” brigade around the world have got united in
condemning the democratically elected President Donald Trump’s supreme ”intolerant”

New pattern of APPSC
Dear Editor,
I would like to take the space of your local daily to thank Tajom Taloh for bringing transparency and true work culture in APPSC office by the dint of his decisiveness and prompt action.
He has showed us how a work can be done and dusted by doing away with red tapism and inaction. He thought us true meaning of "will and way" quote. He is an inspirational figure whom any official can emulate. He is a competent figure whom a civil service aspirant can look up to. In a nutshell, he is man of substance at the time of adversity and peace.
If he remains at the helm of affairs we can expect several unprecedented progressive changes.
Having said that, I would like to request the Commission to disclose new pattern
of APPSC(combined examination) as soon as possible. We know that APPSC combined exam
is not a three months play. We have to toil for several months to get our aspired
post. We are confused with the C-
