Students stage protest over stipend issue

A student can only avail single source, say authorities

ITANAGAR, Feb 13:  Aggrieved over the state government's new policy on stipends and scholarships hundreds of college students of the Capital Complex and Pasighat took out a peaceful protest rally against the state government over the new policy.  

Organised by Dera Natung Government College Students' Union, under the banner of Joint Action Committee Stipend and Scholarship, the protest rally, which started from Dera Natung College campus, culminated at Tennis Court IG Park, where agitating students of Don Bosco College, Community College, Dera Natung Government College, North East Nursing Institute, Homeopathic College, Rajiv Gandhi University, Arunachal Law Academy and Himalayan University, expressed their angst over the issue.

Frustrated by the government's new stipend and scholarship policy, the agitating students claimed that it was causing untold miseries to the student community, especially to those studying outside the state. The students also claimed that hundreds of students who filled up for scholarships are now being deprived of stipend due to the new policy.

"When scholarship is being provided by the centre, why should the state government link stipend with it?" cried out an angry protester.

The committee later submitted a representation to the state Chief Secretary, demanding immediate release of stipend for all the students regardless of whether the same student has filled up the scholarship form or not.  It also demanded roll back of the government's new stipend and scholarship policy for the welfare of the student community.  "Stipend is the constitutional right of all students. How can the state government connect stipend and scholarship?" the students asked.

It is said that thousands of APST students who applied for Post-Matric Scholarship are not receiving stipend.  In Dera Natung Government College, Itanagar, out of 2,500 APST students, only 689 students have reportedly received stipend so far.

At Pasighat, students of Jawaharlal Nehru College, led by JNC Students Union with the support of students from Apex Professional University, Pasighat and other student groups organized a peace rally from the college playground to Gandhi Chowk, Pasighat Main Market.

While informing about the objective of the peace rally, General Secretary of JNC Students' Union Isaac Ejing informed all the students of the details of the new policy, adding that "the new policy, which is supposed to take effect from the next session is being made effective from the ongoing session itself when all students have already filled up the forms for both stipends and scholarships with much hardships".

Meanwhile, Secretary Education Bidol Tayeng has clarified that a student can only avail either stipend or scholarship from single source under Clause V(6) of Arunachal Pradesh State Stipend Scheme, (Rules and regulations 2012).  The stipend/scholarship guidelines of the Ministry of Tribal Affairs under Clause lll(xii) also stipulates that a student cannot avail stipend/scholarship from more than one source.

The state stipend is disbursed to all APST students pursuing higher and technical education inside and outside the state through the Directorate of Higher and Technical Education. The Ministry of Tribal Affairs, Gol also provides stipend/scholarships to tribal students through the Directorate of Social Justice, Empowerment and Tribal Affairs, GoAP. The stipend/scholarship guidelines of Ministry of Tribal Affairs under Clause lll(xii) also stipulates that a student cannot avail stipend/scholarship from more than one source.

Tayeng further admitted that due to lack of proper coordination and cross verification, students were drawing stipend/scholarship from both state government as well as the Ministry of Tribal Affairs.

"These are not only instances of duplicities but also blatant and serious violation of the rules of the state government, as well as the Ministry of Tribal Affairs," he stated.

"To avoid duplicity, the Directorate of Higher and Technical Education and the Directorate of Social Justice, Empowerment and Tribal Affairs have decided to check duplicities from this year onwards. Therefore, the students should opt for either the stipend or scholarship."  Tayeng advised.

He went on to inform that the students who have applied for grant of stipend/scholarship from single source, like the state government,  are now being released by the Education Department (DHTE) for the current academic session. This payment is being made by Direct Transfer Benefit (DBT) through the State Treasury.

"Those who have applied for both the sources may avail the scholarship under Ministry of Tribal Affairs without claiming from the state source to avoid duplicity and violation of rules", he added.

 

 

 

Hindu population declining in India, claims Rijiju

ITANAGAR, Feb 13: In the back-drop of constant allegation by the RSS that Christian missionaries are converting tribal people, the Union Minister of State for Home and Member of Parliament from Western Arunachal, Kiren Rijiju made a highly controversial statement on Monday by stating that, "Hindu population is reducing in India because Hindus never convert people. Minorities in India are flourishing unlike some countries around."

Rijiju posted series of tweets on micro-blogging site Twitter while responding to Arunachal Pradesh Congress Committee's (APCC) recent allegation that the BJP was trying to convert Arunachal into a Hindu state, putting the cultures and traditions of indigenous tribes at stake. He also asked Congress to stop making such provocative statements and that India is a secular country where all religious groups enjoy freedom and are living peacefully. The RSS for long has been alleging Christian missionaries of converting tribal people in North East region. The saffron outfit is quite active in a state like Arunachal and has been carrying out covert operations to counter the so-called conversion culture of missionaries. It should be noted that Arunachal has a sizeable tribal Christian population.

Meanwhile, reacting to Rijiju's remarks, the All India Majlis-E-Ittehadul Muslimeen leader Asaduddin Owaisi tweeted, "MoS Home should remember he is a Minister of India for all Indians not for Hindus only. Remember your oath as minister."

The Congress party has also criticized Rijiju over his remarks on Hindu population and conversion.  Briefing media in New Delhi, party spokesperson Manish Tewari said that the Election Commission should take cognizance of the statement. He said, "Mr Rijiju should brush up his facts before making such irresponsible comments."

 

 

 

CM holds pre-budget consultative meet with CBOs

ITANAGAR, Feb 13: For the first time in the history of Arunachal Pradesh, Chief Minister Pema Khandu, along with Deputy Chief Minister Chowna Mein held a pre-budget consultative meeting with various Community Based Organizations (CBOs) here on Monday.

The budget, touted to be most innovative so far, is proposed to be placed in the State Legislative Assembly scheduled to be held from March 6 to 15.

Disclosing that the budget this year will be based on a pan-Arunachal concept, the Chief Minister sought suggestions from the CBOs for inclusion in the budget.

The CBOs that attended the meeting included Arunachal Indigenous Tribes Forum (AITF), the Nyishi Elite Society (NES), Galo Welfare Society (GWS), Adi Bane Kebang (ABK), Sajalong Elite Society (SES), Aka Elite Society (AES), Tanw Supun Dukun (TSD), Tagin Cultural Society (TCS), Cultural and Literary Society of Mishmis (CALSOM), Idu Mishmi Cultural and Literary Society (IMCLS), Sherdukpen Employees Welfare Association (SEWA), Tangsa Literary and Cultural Development Society (TLCDS) and Wancho Cultural Society (WCS).

"Ours is a unique state with diverse cultures and distinct needs. It is the endeavour of the state government to be innovative in preparation of the state budget by incorporating genuine suggestions and concerns of all communities of the state. CBOs representing their tribes would be in a better place to suggest ways and means to the government for development and welfare of their own communities," Pema said.

"Change cannot be made overnight but a start has to be made and assured that the 'start' would begin with this year's budget," the CM said.

Giving a background on the new concept, Deputy Chief Minister Chowna Mein, who will be presenting the budget 2017-18 as the Finance Minister, informed that the budget will be prepared in a different mode from this year.

"There will be 'no plan' and 'non-plan' heads in this budget as it used to be but it will be broadly divided into two categories - Capital and Revenue heads," he revealed.

Mein informed that there will only be State Annual Development Agenda (SADA) under BE and hence no State Development Council (SDC) meet will be held to finalize budgetary proposals.

"Our focus will be to take up genuine, necessary and utmost important proposals under SADA that would benefit each and every section of the society," he said. Mein said that education, health, agriculture/horticulture and tourism will be given priority.

The CBOs unanimously expressed gratitude and affirmed that such a gesture from the government would pave way in creating a holistic developmental path for the state as even minor communities, who do not have representations in the government, will have their say in decision making.

Almost all the CBOs expressed concern over the education scenario of the state with regard to upgrading schools without proper infrastructure and sufficient number of teachers and declining quality of education being imparted in government schools.

The AITF suggested that the state Education Department could be divided into two to three divisions headed by one Joint or Zonal Director to strictly and efficiently manage the affairs of schools. It further suggested making computer education mandatory and strict monitoring of private schools and colleges.

The TLCDS suggested introduction of science and commerce streams in at least five colleges of the state.

The WCS too sought requisite infrastructure and teachers in all upgraded schools, while the TCS opined to close defunct schools for want of students and establish schools for a cluster of villages instead.

The GWS suggested establishment of ITIs in every district to equip youths with employable skills.

Connectivity was another sector that all the CBOs wanted the government to work upon.

Citing that village tourism and cultural tourism has become a major attraction in Ziro, the TSD sought budgetary provisions for improvement and maintenance of village roads in the Apatani plateau.

Drawing attention towards the pending Taliha-Tato, Daporijo-Dollungmukh and Taksing-Limeking roads, the TCS said road connectivity is a must for every other developmental and welfare projects to reach remote corners of the state.

It further informed that due to its persistent consultations with villagers, people have accepted to sacrifice their lands for Trans-Arunachal Highway and appealed to other CBOs to follow suit.

The AITF too suggested the government to go tough on the land compensation issue for speedy construction of the TAH while seeking budgetary allocations for a road connecting the foothills of the state bordering neighboring states.

While the ABK called for establishment of divisional commissioners' offices to eastern part of Arunachal for better administration, the TSD called for development of Ziro and Yachuli into a tourist destination under one umbrella.

The AES and IMCLS sought provisions for preservation, propagation, research and documentation of indigenous dialects and cultural traditions like those of minor communities such as Buguns and Akas of East Kameng and institutions like the Idu Mishmi priests.

The GWS suggested training of pharmacists and health assistants of remote health centers so that they could take care of minor ailments in the doctor's absence.

On the tourism front, all CBOs agreed that importance should be given to all the districts of the state as 'Arunachal as a whole is a highly rated tourist destination'. They suggested doing away with creation of infrastructure at unviable places and concentrate on select places where tourists frequent.

The CALSOM, while informing that 'Yatri Niwas' under tourism sector have been created in remote areas of Anjaw, which actually have huge potential in tourism, regretted that the government till date issues PAP only till Hayuliang, denying inflow of tourists to places like Wallong, Hawaii, Kohow and Dong.

The CBOs also insisted on emphasizing on agriculture and horticulture and providing farmers with incentives, cold storages, fruit processing centers and good marketing outlets.

The SEWA and CALSOM also wanted a government policy to curb 'ganja' and opium cultivation. They suggested introduction of horticulture crops with incentives as an alternate, besides establishment of de-addiction centers with all facilities.

In his closing remarks, the Chief Minister assured that most of the suggestions submitted would be incorporated in the current budget.

Expressing satisfaction over the interaction that lasted for about three hours, he further suggested similar meetings in the future.

"We met today to discuss on budget preparation and it has been a very fruitful one. We shall meet - in good numbers - at least three to four times a year on different issues and collectively frame a road map for development of the state and welfare of the people," the Chief Minister added.

Also present in the meeting were Finance Commissioner Ashish Kundra and Secretary to CM Sonam Chombay.

 

 

 

Orgs, family demand CBI inquiry into Pul's death

ITANAGAR, Feb 13: Various organizations, associations and family members have demanded a CBI inquiry into the death of former Chief Minister Kalikho Pul.

In a memorandum, the Green Arunachal Foundation (GAF) and wife of late Pul, Dangwimsai Pul urged the Governor that a high level independent committee be constituted to present an authentic report of the incident within a time frame and the case be handed over to the CBI for investigation. They also sought the Governor's intervention in the matter and to order the concerned authorities to register the case based on the FIR filed by late Pul's wives.

"It is surprising that despite Pul's three wives jointly filing First Information Report (FIR) in Itanagar Police Station with regard to their husband's death, the concerned officers did not register the FIR. Instead, the Itanagar Police Station was more obliged to the FIR filed by one Surendra Kumar, the then PSO of the deceased and registered the case according to his version," the memorandum said.

Further, the memorandum urged the Governor to put those persons, whose names figured in "Mere Vichaar" document of Late Pul, on suspension during the course of the investigation.  

In the meantime, the Mere Vichaar Andolan Committee, a conglomeration of six organizations/ associations, has also raised the same demand and sought justice for late Pul.

Demanding re-investigation of Pul's death case, based upon the FIR filed by his wives, the Committee also demanded that Chief Minister Pema Khandu, Deputy Chief Minister Chowna Mein and Parliamentary Secretary and Government Spokesperson Passang Dorjee Sona step down on moral ground to pave way for free and fair investigation.

 

 

 

Worang Juku festival celebrated

KHONSA, Feb 13: The Worang Juku festival of the Ollo community was celebrated centrally at Lazu EAC headquarters on Sunday.

Addressing a huge gathering, DoTCL Minister Wangki Lowang at the onset praised the ornaments worn by the dancers and their ethnic dance movements. He also urged the young generation to continue their rich traditional rituals and culture, practiced by ancestors since ages.

He warned the villagers against opium cultivation and appealed to them to replace it with alternative cash crops, such as large cardamom, large chilly and large ginger. He suggested all the ATMA-based departments such as Agriculture, Horticulture, Fishery and Veterinary to impart proper training to implement various government schemes under ATMA, so that villagers in Lazu region could have better options for economic development, leaving aside opium cultivation.

Replying to the public memorandum, Lowang announced Rs 40 lakhs for construction of an Inspection Bungalow and Rs 50 lakhs for Government Lazu Secondary School Boy's Hostel.

Also speaking, Namsai MLA Zignu Namchoom urged people to obtain Aadhar card and open bank accounts to avail various government schemes.

MLAs Wanglam Sawin and Tesam Pongtey also called for preserving, protecting and promoting the age-old culture and said that displaying dances during festival is not enough to maintain traditional culture alive, but roots of culture must be preserved and promoted in reality for posterity. ASUS submits memorandum to CM

ITANAGAR, Feb 13: A delegation of Arunachal Students' Union Shillong (ASUS) on Monday met Chief Minister Pema Khandu and submitted a memorandum, which included demand for an ambulance for patients from Arunachal visiting Shillong, maintenance of Arunachal Boys Hostel or NEFA Building, an auditorium and dormitory, extension and maintenance of Arunachal Bhawan and Circuit House, construction of Arunachal Lodge near NEIGRIHMS.

Emphasizing on the need of an ambulance for patients from Arunachal visiting Shillong on medical ground, ASUS said that Union Minister Kiren Rijiju had assured to donate an Ambulance for the purpose, but his assurance remained unfulfilled. ASUS appealed to the Chief Minister to look into the matter and provide the vehicle at the earliest.

The students' union also urged the Chief Minister to provide fund for maintenance of the boys hostel, erection of boundary wall and drinking water provision, particularly installation of a water tank.

ASUS apprised the chief minister that the students' community had approached the Municipal Board Shillong City many a times for water supply connection at the hostel, but to no avail. ASUS also urged the CM for an office building in Shillong.

 

 

 

AACS-AS seeks Governor's intervention

ITANAGAR, Feb 13: Alleging nepotism and favoritism in awarding contract works and also execution of such works without maintaining necessary formalities, the Arunachal Anti Corruption Sena- Anna Samarthak (AACS-AS) urged the Governor to pass necessary order to all work departments to maintain codal formalities and procedures before awarding any work to contractors.

In a memorandum to the Governor, the AACS-AS alleged irregularities and malpractices in implementation of projects under State Infrastructural Developmental Fund (SIDF) and Rural Infrastructural Development Fund (RIDF) under SADA.

"Arunachal Pradesh is the only state where works are executed in advance before the projects/schemes get sanctioned or approved by the competent authority," claimed the AACS-AS.

The Sena appealed to the Governor to instruct all work departments to comply with the CPWD manual and make e-tender or Notice Inviting Tender (NIT) for all works under various schemes and project in the state compulsory complying with CPWD manual.

 

 

 

Tsering Naksang takes oath as member APPSC

ITANAGAR, Feb 13: Tsering Naksang was administered oath of office and oath of secrecy as Member of the Arunachal Pradesh Public Service Commission by APPSC Chairman Tajom Taloh on Monday in a simple ceremony.

Newly inducted APPSC Member Naksang is a gold medalist from Delhi University, and has also done his Masters in Sociology. He is the first Arunachalee to receive a post graduate degree from the Delhi School of Economics.

Naksang went on to join the state administration as District Research Officer and has worked in Anini, Aalo and Bomdila before resigning. He has since been working as a social activist. The function was attended by members CP Mansai and Nipo Nabam, along with officers and staff of the commission.

 

 

 

Governor, CM extend Shapawng Yawng Manau Poi greetings

ITANAGAR, Feb 13: Governor of Arunachal Pradesh P B Acharya and Chief Minister Pema Khandu have extended their greetings to the people of the state, especially to the Singpho community on the auspicious occasion of Shapawng Yawng Manau Poi.

The Governor expressed hope that the sacred occasion will usher in harmonious subsistence and socio-cultural growth of state's rich tradition.

He further said that Shapawng Yawng Manau Poi, with its ritualistic ceremony and dances, cultural programmes, community feasts, literary activities and interactions sessions has become a medium in preserving our heritage.

The Chief Minister in his festival message said, "Ours is a distinct state with several tribes and communities residing side by side for ages and maintaining their own unique indigenous culture and traditions. Despite our varied diversity, we as Arunachalees are united and take pride in our indigenous cultural heritage. This cultural mosaic has to be maintained, preserved and propagated at all costs while keeping intact our unity in diversity. I believe this Shapawng Yawng Manau Poi would prove a major catalyst towards achieving this goal."  

 

 

 

Streamline teacher posting: ASF

ITANAGAR, Feb 13: The Arunachal Students' Federation (ASF) has demanded streamlining of teachers' posting in the entire state, claiming that most of the blocks and circles are not getting proper education due to shortage of teachers and also absenteeism.

In its representation to the Education Minister, it suggested for transferring all the excess teachers to the places suffering from teacher shortage.

Its other demands include shutting down all non-functioning schools, sanctioning of ST teacher in new upgraded higher secondary schools, establishment of regional CBSE office in the state, rolling back of teachers engaged as BRC, CRC and coordinator, immediate release and monthly distribution of students' stipend, systematic change in uniform distribution system and allocating more funds for school renovation.

 

 

 

Thousands attend free health camp in Longding

LONGDING, Feb 13: More than 2000 people from different locations of Longding attended the two days free 'Laparoscopic Family Planning Operation cum Mega Health Screening Programme', under the aegis of Directorate of Health Services & National Health Mission Arunachal Pradesh, conducted at District Hospital, Longding on February 8 and 9.

The camp lasted for than 10 hours each day, while the treatment at the Operation Theatre (OT) went late into the night.

Apart from laparoscopic family planning operation, diagnostics facilities were also provided, including liver function tests, kidney function tests, blood sugar tests, ultrasound screening and ECG, screening of eye patients, dental services and screening of patients for medical, surgical, gynae, mental health and drug abuse.

At least 712 patients in medicine and paeds, 116 patients in psychiatric and mental health, 333 in eye screening, of which 35 patients were diagnosed with cataract, 278 patients in surgery, 269 patients in Obs & Gynaecology, 203 patients had laparoscopic tubal ligation (tubectomy), 256 patients in dental surgery, 207 patients in laboratory services, 129 patients for ultrasound screening and 205 other patients in the age group of 30 onwards were screened for non-communicable diseases.

Free medicines were also provided to all the patients.

DHS cum DME Dr Moji Jini, DDHS (P&D) Dr S Ronya, State Epidemiologist Dr L Jampa, and several other doctors, technicians and nurses from Tomo Riba State Hospital, along with medical officers and staff of Longding CHC and NCD teams of Khonsa, under the leadership of DMO In-charge Dr Rumto Sikom treated the patients.

 

 

 

Over 800 participate in marathon

Tawang, Feb 13: The 763 BRTF Project Vartak/BRO organized a short marathon race of five km from Tawang Monastery to War Memorial at Tawang on Monday.

Over 800 runners took part in the race, which was flagged off by Brig MP Singh of 190 Bde at 10am.

The race was organized for both men and women; and the first, second and third position winners of both the categories were awarded prizes at War Memorial.

There were also ten consolation prizes for each category.

MLA Tsering Tashi, Lama of Tawang Monastery Nawang Norbu, the Deputy Commissioner, Superintendent of Police, Zilla Parishad Chairperson, DFO was present, among others, on the occasion.

 

 

 

Lower Siang bandh

ITANAGAR, Feb 13: The second day of the four-day Lower Siang bandh passed of peacefully on Monday.

Various organizations, students' unions, NGOs and people of foothill areas in large numbers came out in support of the bandh call considering the relevance of the protest.

The bandh sponsors and supporters have demanded reconsideration of the Cabinet decision and to make Likabali the headquarters of Lower Siang district.

The 96 hours Lower Siang bandh, which began on Sunday, is in protest against the state government's failure to notify Likabali as the district headquarters of Lower Siang district.

 

 

 

Awareness prog on PPV & FR Act 2001 organised

ITANAGAR, Feb 13: A daylong awareness programme on 'Protection of Plant Variety and Farmers Rights Act, 2001' (PPV & FR Act 2001) was organized at Krishi Vigyan Kendra (KVK) Papum Pare, Karsingsa last Friday.

The programme was attended by 109 farmers from Sagalee, Kimin, Balijan, Doimukh and Banderdewa circles, representing various farmers club, SHGs and members from the Farmers Federation.

Speaking on the occasion, Yupia-Balijan ADO Kekjar Ronya highlighted about various programmes under ATMA, Direct Benefit Transfer, Pradhan Mantri Krishi Sinchai Yojna and CM Farm Mechanization Programme to the participants.

Senior Scientist cum SMS (Agronomy) Tadang Meena spoke on various KVK activities. She informed that an act was enacted by the Government of India under the Ministry of Agriculture and Farmers Welfare to establish an effective system for protection of plant variety, to recognize farmers as users, custodians and breeders, and protecting the rights of farmers with respect to the contributions they make in conserving, improving and making Plant Genetic Resource available for development of new plant varieties.

During the technical session, SMS Horticulture Hemanta Ngangbam informed about the procedure of registration of farmer's variety and role of organization.

Fisheries SMS V Safi briefed about the nine specific rights granted to the farmers. He said that the act seeks to address the rights of plant breeders and farmers on equal footing and with regard to developing or selecting varieties.

"The act refers to the value added by farmers to wild species or traditional varieties/ landraces through selection and identification for their economic traits," he informed.

Later, the farmers were shown various demonstration units of KVK farm to get first-hand information on latest agricultural technologies.

The participating farmers expressed their willingness to register their traditional varieties of produce, like rice (Taba, Ningkuri, Khililime), maize (Nyicha Punya, Pulang, Pote) and chili (Tangar Nandi).

 

 

 

Adi Baptist Union organizes 43rd general conference

PASIGHAT, Feb 13: The Adi Baptist Union (ABU) organized its 43rd general conference at Mebo Baptist Church, Darne, Mebo from February 11 to 12 last, where around 1000 delegates from 86 churches across the state attended with much enthusiasm.

The Mebo Baptist Church at Darne, which was established in 1971, organized the mega conference for the first time and all members of the Church put in their best efforts to make the conference successful, informed Damek Koyu, Secretary, Mebo Baptist Church and Camp Organizer, Upok Ratan.

Delegates from Upper Siang, West Siang, Siang, East Siang and Lower Dibang Valley districts and followers of ABU in state Capital, Itanagar also participated in the programme.

Local MLA cum Advisor to Chief Minister, Lombo Tayeng attended the conference during the inaugural day and advised the Christian community to spread the message of love and harmony for congenial atmosphere in the society while contributing toward societal development.

During the two-day event, messages of Christ through gospel for peace and harmony, besides eradication of drug abuse, alcoholism and other social evils were also spread among youths and believers.

 

 

 

Boulevard of Colours

NAHARLAGUN, Feb 13: The organizing committee of Boulevard of Colours, along with Municipal Council Ward-25 carried out a cleanliness drive at the festival venue in Naharlagun this morning, where drains in the area along with roadside garbage were cleaned up by volunteers.  

Performing artistes of the festival, Toko Teji, K4 Kekho, Geli Kamki and Lahm Tashi from the Municipal Council were among those who participated, along with many enthusiastic children of the ward.

Councilor of Municipal Council Ward-25 Kipa Takum, and Pageant Director Moyir Riba, inspected the festival site and discussed about the steps to be taken for the drainage problem in the area. The crew later urged residents of the area to keep their vicinity clean and to organize mass cleanliness drive in the area at least once a month.

The 2nd edition of Boulevard of Colours - a two day culture & music street pageant, organized by the Centre for Cultural and Research Documentation (CCRD), in collaboration with The Department of Art & Culture, Government of Arunachal Pradesh, is going to be held along the Power House Road, from the tri-junction of Sango Hotel to tri-junction on G- Extension Road, Naharlagun on February 18 and 19 this year.

 

 

 

OCC at Ugyen Tsangpo Heliport inaugurated

TAWANG, Feb 13: Operation Control Centre (OCC) at Ugyen Tsangpo Heliport, Tawang was inaugurated on Monday by Tawang Zilla Parishad Chairperson Jambey Tsering, in presence of Deputy Commissioner Sang Phuntsok and other HoDs.

The DGCA team during its last inspection on November 17 had placed the requirement for an OCC at the heliport.

The team gave three months’ permission for functioning of the heliport, which would be expiring on February 17. Besides the OCC, other observations of the DGCA team have been fulfilled, according to Aviation Officer, Tawang Tenzin Lhendup. However, approval from the DGCA is awaited. DIPRO

 

 

 

Two days veterinary camp at Amgi

YAZALI, Feb 13: A two days veterinary camp for treatment of foot and mouth disease of mithun and other animals was organized at Amgi village under Takam Passa Panchayat of Yazali circle in Lower Subansiri district on February 11 and 12.

Organized by the All Lower Subansiri District Volunteer Front, along with the treatment of FMD, the camp also saw an awareness campaign, vaccination of animals and distribution of free veterinary medicines.

The team of doctors, Dr Tumnyak Loyi, Dr Bamin Tacho, Dr Toko Bak, and assistants informed about various diseases and their remedies.

 

 

 

Speaker inaugurates CDPO office

KALAKTANG, Feb 13: Speaker of Arunachal Legislative Assembly T N Thongdok recently inaugurated the office of the Child Development Project Officer (CDPO) at Kalaktang and asked Anganwadi workers and helpers to work with dedication and to give teachings of morality and ethics.

Saying that there should not be any compromise with the quality of works, the Speaker also inspected ongoing works of Community Health Centre, Kalaktang and Sport Stadium at Shergaon.

The Speaker was accompanied by West Kameng Deputy Commissioner Dr Sonal Swaroop, Kalaktang ZPM Tashi Norbu, Bomdila DDSE, Bomdila EE (Elect) and public leaders.

 

 

 

APSLSA opens two new legal aid clinics at Pasighat

PASIGHAT, Feb 13: Member Secretary of Arunachal Pradesh State Legal Services Authority (APSLSA) Budi Habung on Monday inaugurated a legal aid clinic at Additional District & Sessions Court's Complex in Pasighat.

The opening of the clinic was followed by a legal awareness camp wherein the Member Secretary spoke about the importance of legal aid clinics and people who are entitled to legal aid.

He also spoke on the role of legal aid counsel, their Dos and Don'ts and the PLVs who will man the clinic.

Later, Habung formally opened another legal aid clinic at the state's lone Juvenile Home at Pasighat as a part of the mechanism to facilitate the juvenile to avail rights available to them.

 

 

 

MLA Tacho visits Mipi

ANINI, Feb 13: Anini MLA Rajesh Tacho, accompanied by Dibang Valley Deputy Commissioner Tamune Miso and various heads of offices and public leaders visited Mipi Circle on Monday.

Addressing the gathering during his visit, the MLA appealed to the public to cooperate with the government officials for development of the district. He asked the circle officers in-charge to continuously monitor distribution of PDS items so that no citizen in the district faces shortage of food.

He also stressed on the need to address the issues of drugs and alcohol in village level.

The Deputy Commissioner asked the teachers to stay in their respective place of posting and discharge duty sincerely.

He advised the villagers not to set fire to forest to protect and save the environment and also asked villagers to be hospitable to visitors.

Earlier, the villagers submitted a memorandum to the MLA for mobile network connectivity, posting of teachers and medical staff and development of township roads. (DIPRO)

 

 

 

Earthquake and fire safety mock drills

AALO, Feb 13: Aalo Fire Station personnel conducted earthquake and fire safety mock drills at Siyom Valley School, Pessing on February.

The students were involved in demonstration on rescue operation during earthquake, fire and handling of fire extinguisher, use of first aid, dos and don'ts during earthquake etc.

They were also given useful fire and earthquake safety tips that could keep them safe during such natural calamities by the SFO Horda Lona (I/C Fire Station).

A fire-fighting squad/school fire management committee was also formed on the ocasion. (DIPRO)

 

 

 

Ranapio arrested in Old Khamdo

KOHIMA, Feb 13: The Jairampur Battalion under the aegis of Dao Division arrested one Self Styled Ranapio of ULFA (I) and NSCN (K), Alan Rai at Old Khamdo village on February 12 last.

According to a statement from the Defence PRO, Rai was trying to terrorize and extort money from people, and was found with blank letter heads of ULFA(I) & NSCN(K).

The report added that the arrested person has admitted allegiance to ULFA(I) & NSCN(K), and further divulged that he has been actively assisting and acting as Rajapio for both the organizations for the last four years, during which time he has had regular contact with Self Style Sergeant Rupam Asom of ULFA(I).

 

 

 

National Deworming Day

YINGKIONG, Feb 13: National Deworming Day was launched in Saint Mary's School, Yingkiong on February 10 last.

DMO Dr Radesh Tatan said that the deworming Albendazole tablets should be given to all and not one student should be left out.

DRCHO Dr Appir Apang talked about the importance of deworming and about the need of hand-washing, hygiene and sanitation.

ZPM Yingkiong Bading Teng added that the students should benefit from the health measure being provided by the District Health Society. (DIPRO)

 

 

 

CHF training on Nursery and Forest Management

PASIGHAT, Feb 13: The ten days training programme on 'Nursery Techniques & Management of Forest Tree Species', organized for personnel of Forest Department of Arunachal Pradesh from January 28 concluded at College of Horticulture & Forestry, Central Agricultural University, Pasighat on Monday.

Divisional Forest Officer, Pasighat Tabang Jamoh in his address discussed about the importance of modern nursery and plantation technology in forestry. He underscored the need to augment the planting programmes to overcome the deficiencies in meeting the growing demand in the country.  

In-charge Dean of the college, Dr B R Phukan in his address discussed about the challenges faced by forestry in the region and how to overcome those challenges by using modern techniques.

Senior professor Dr Rajan Bawa and programme director Dr Bikram Singh also addressed the participants. The participants later gave feedback on the training.

CM and DCM should take initiative

The report of state finance department creating obstacles in construction of steel bridge between Naharlagun Helipad and Borum village is classic example of how bureaucrats can become enemy of the development. The Indian bureaucracy is famous all over the world for its notoriety and red tapism. Many of the important developmental projects get stuck in table of bureaucrats for years. These bureaucrats who sit in the comfort of air-conditioned office and drives around in costly government owned SUVs do not understand the pain of ordinary citizens.

 Everyone is aware of massive traffic problem affecting the people of capital complex. While Itanagar offers some respite due to presence of few arterial roads, the situation is pathetic in Naharlagun.  Heavy traffic jam is regularly witnessed in the Naharlagun area. The construction of steel bridge over Pachin river connecting Borum village and Helipad is expected to ease traffic congestion in Naharlagun area. State government should have taken up this project on priority basis. The action of finance department holding up the file of such important infrastructure project exposes the weakness of state leadership. Chief Minister Pema Khandu and Deputy CM Chowna Mein, who also holds PWD portfolio, are very much aware of the traffic problem affecting the capital complex. They should take urgent initiative and ensure that work for construction of steel bridge starts at the earliest.

Reservation for Dalits

Dear Editor,

India still needs job reservation for the Dalits not for giving them jobs but for the sake of social justice and to make our administration free from caste bias. It goes without saying that any administrative bias against Dalits cannot act as a deterrent to stop rising incidents like Una and Bastar.

Caste reservation is confined only to government sector which is a tiny part of total job market. If the idea behind the caste reservation is to provide just employment to Dalits then such reservation would have been extended to private sector also.

As a matter of fact, reservation for Dalits, only for the government jobs is just to ensure proportional representation of Dalits in government administration and public services so that they can save themselves in a country where they are still being agonisingly ill - treated.

Two kinds of poverty

Dear Editor,

As humanity keeps developing on Earth, two kinds of poverty are also simultaneously growing at rapid pace.

First, poverty in underdeveloped societies where humans are dying due to shortage of potable water and food items.

Secondly, the so called developed societies, where people face shortage of clean and organic air, water & food items and die prematurely in millions due to consumption of dangerously polluted stuffs.

Ironically, humanity think and believe that, mere accumulation of cash, jewellery and other material things leaving out clean food items, potable water, little pair of clothes, a modest hut signify progress.

A life endured in diseases & sufferings and prematurely ended in prime age of 50s and 60s has become counted as successful.

A simple, orderly, healthy and peaceful 100 years living is natural, cool, blessed and best lived.

Accord minimum dignity and rights to Rohingyas

Dear Editor,

It is really a matter of utmost shame and disgust to see how the Rohingya Muslims of Rakhine state in the "alien" nation named Myanmar are being forced to lead a horrible life of refugees after getting tortured and displaced by the ethnic Rakhines! Less said about pogrom and mass killings of the helpless  Rohingyas the better.

Not Muslims or Hindus, Christians or Buddhists, Bhutanese or Brazilian ---  but humanity is the ultimate truth and this needs to the guiding spirit of the increasingly fragmented globe in the name of religion, language, caste and colour. But sadly neither Myanmar nor Bangladesh is attesting to the theory.

While the hapless Rohingyas are being banished from Myanmar by the Rakhine fundamentalists because of their alleged Bangladeshi origins, Bangladesh is ruthlessly sending them back by branding them as Myanmar citizens! The sight of the Rohingyas, especially those of the children, getting dubbed as "citizen of none" and stranded on the high sea on overcrowded boats between the coasts of the two nations should be enough to hang the heads of all to shame. The sons and daughters of this very world only have no right or place to settle and lead an honourable life in this vast globe! Yet the rhetoric of "international brotherhood" continues to reverberate in the horizon! And what does our "holy cow" in the guise of religion teaching us? Insulting fellow human beings who are all children of the Almighty! Buddhism derives its name from that great apostle of peace named Buddha the great. Yet how can the ethnic Rakhines(including the Buddhist monks), claiming to worship Buddha, commit such barbaric atrocities on the Rohingyas? Also often do we hear the call of  "Muslim brotherhood". Now Bangladesh is an overwhelmingly Muslim country and the Rohingyas are also followers of Islam. Why doesn't Dhaka come forward in welcoming the persecuted Rohingyas? Thus it gets proved that when it comes to self-interest, all dialogue of religious affinity vanishes into thin air!

Despite the propaganda of "globalisation", the fact remains that intolerance towards "aliens" in terms of religion, language, politics or geography is increasing by leaps and bounds. The minorities are being persecuted and displaced in many parts of the globe. Will these hapless souls continue to receive such a raw deal until the enlightenment of "equality of all" at last dawns on the mind of human beings?

As far as the Rohingya case is concerned; why don't the mighty economies and "guardians" of the world, who announce sanctions at the drop of a hat against many nations, do it so against Myanmar? Because of its strategic location and mineral resources to be exploited to the full? South Africa was boycotted from all international forums due to its ugly policy of 'Apartheid'. Why would Myanmar not be  rendered untouchable unless it learns to accord minimum dignity and rights to the Rohingya Muslims?

Last but not the least. The “liberal” brigade around the world have got united in condemning the democratically elected President Donald Trump’s supreme ”intolerant” and “excusive” mindset! Why do these self-declared guardians of inclusiveness and tolerance remain mum when the Rohingya people have been reduced to mere tennis balls being played on the court of ruthless inhumanity between Bangladesh and Myanmar?

New pattern of APPSC

Dear Editor,

I would like to take the space of your local daily to thank Tajom Taloh for bringing transparency and true work culture in APPSC office by the dint of his decisiveness and prompt action.

He has showed us how a work can be done and dusted by doing away with red tapism and inaction. He thought us true meaning of "will and way" quote. He is an inspirational figure whom any official can emulate. He is a competent figure whom a civil service aspirant can look up to. In a nutshell, he is man of substance at the time of adversity and peace.

If he remains at the helm of affairs we can expect several unprecedented progressive changes.

Having said that, I would like to request the Commission to disclose new pattern of APPSC(combined examination) as soon as possible. We know that APPSC combined exam is not a three months play. We have to toil for several months to get our aspired post. We are confused with the C-sat issue, number of Optional and GS in mains etc. In this regard, I request our chairman to put an end to all the speculation doing the round by disclosing the new pattern so that serious aspirants can start their preparation in accordance with the new syllabus.
